BCLA CONSTITUTION AND BY-LAWS AMENDED ON MARCH 29, 2006

ARTICLE I – NAME The name of this organization shall be the Bucks County Library Association.
ARTICLE II – PURPOSE The purpose of this association shall be the advancement of the interests of library/media
centers in Bucks County, Pennsylvania; the interpretation of library/media service to users; and the promotion of cooperative
efforts among all libraries in the county.
ARTICLE
III – MEMBERSHIP Section
1 Any person interested in library/media activities and the advancement of all libraries. Section 2 The annual
dues for active members shall be determined by the steering committee. Dues are payable at the Fall meeting. Individual
memberships shall run for the fiscal year.
ARTICLE
IV - STEERING COMMITTEE Section 1 The steering committee of the association shall consist of six
(6) members who should be representative of the various types of libraries participating in the organization. Section 2 A chairperson and a treasurer shall be appointed
by the committee.
ARTICLE V - ELECTIONS Section 1 A. Steering committee
members shall be elected at the annual meeting to serve for a term of three years. B. Newly elected committee members shall
assume their duties during the annual meeting. Section 2 New members
may be elected to the steering committee at the annual meeting. Section
3 A. Nominations
shall be made by the steering committee. B. The steering committee shall present the slate to the
membership present at the March meeting. C. Further nominations can be made from the floor provided
previous consent has been obtained from the nominee. D. Included in the notice for the annual meeting
shall be the slate of nominees. Section 4 A. Should there be more than two nominees for
the steering committee, voting shall be by ballot at the annual meeting. B. A majority vote of the
ballots cast shall constitute an election.
ARTICLE VI - DUTIES OF
THE STEERING COMMITTEE Section 1 - The Chairperson shall; A. Preside at all meetings of the association. B. Appoint
committees as needed to carry on the work of the association. C. Authorize the treasurer to pay bills
that have been incurred by the association in the course of its business. D. Appoint members of the
committee to do the following: 1.
Keep minutes of all meetings of the association. 2. Prepare and keep on file a correct list of members and their addresses. 3. Attend to all correspondence of the association. 4. Plan programs. E. Appoint a new
member to the steering committee in case of a vacancy. F. Call meetings for the steering
committee. Section 2 - The Treasurer shall: A. Collect all dues and care for the funds of the association. B. Pay all bills as directed by the chairperson. C. Keep an accurate record of receipts and payments.
ARTICLE
VII – MEETINGS Section 1 Regular
meetings of the association shall be held in the fall and spring. Section
2 Additional meetings may be called by the chairperson at the request of the steering committee. Section 3 In case of an emergency, a regular meeting
may be postponed by the steering committee. Section 4 The spring
meeting will be known as the annual meeting. The purpose of this meeting shall be to conduct the business of the association.
ARTICLE VIII - AMENDMENTS The constitution and by-laws of the association may be amended at any meeting by a
2/3 vote of the members present, providing notice of the proposed change has been sent previously to each member.
Members should be notified in writing of any proposed change(s) at least fourteen (14) days prior to a meeting in which
any proposed change(s) will be an item of business.
